Lessons Learned

The documentation phase was the hardest and most valuable step. Forcing explicit definition of what “qualified” means — not what it feels like — was uncomfortable but produced criteria that could be applied consistently and defended in an audit. Anonymization didn’t degrade quality. The concern that removing name and institution would hurt shortlist quality didn’t materialize.
